Elected Members

Elected Member - Register of Interests

The Register of Interests contains the Elected Members' Primary and Ordinary Returns and is available for inspection at the council's office at 24 Jetty Road, Brighton.

Under sections 70(a1) and 72(2) of the Local Government Act 1999, Council must publish on its website the Register relating to pecuniary interests of Elected Members and subsidiary board members, ensuring that the following details are not published:

  • a person's residential address;
  • any other address suppressed from the Register under section 68(4)(a).

Elected Member Mandatory Training Register

Section 80A of the Local Government Act 1999 (the Act) and Regulation 8AA of the Local Government (General) Regulations 2013 (the Regulations), sets out the legal requirements for training and development for Elected Members.

Elected Members must comply with the prescribed mandatory requirements, which include the Local Government Association Training Standards. Failure to comply will result in a suspension of the Elected Member by Council (unless the member satisfies Council there were good reasons for the failure to comply). An Elected Member must undertake the Mandatory Training within the first 12 months of their four-year term.

Subsection 80A(2h) of the Local Government Act 1999 requires the Chief Executive Officer to maintain a register relating to the training and development of Elected Members. The training register below confirms that all Elected Members have met the mandatory requirements.

Elected Member - Register of Gifts and Benefits

The Register of Elected Members’ Gifts and Benefits is an important tool for transparency and accountability in government. If an Elected Member receives a gift or benefits greater than the amount determined by the Minister, currently gazetted at $50, the Member must provide details of the gift or benefit.

The Elected Member Gift and Benefits Register will be made available on this webpage and updated every quarter.

Elected Member - Register of Allowances and Benefits

The Register of Allowances and Benefits lists Elected Members' allowances, reimbursements, and benefits that they have received. The register is also available for inspection at The Brighton Civic Centre.

Elected Member – Register of Conflicts of Interest

Conflicts of Interest declared in a council meeting are required to be published on our website and are available below or for inspection at Civic Centre in Brighton.

Employees

Employee - Register of Gifts and Benefits

The Code of Conduct for employees is prescribed in Schedule 2A of the Local Government (General) Regulations 2013.

The Code requires gifts and benefits that are of a value greater than an amount determined by the Minister to be included on a register on the council's website. This amount has been determined by notice in the Gazette to be $50 (applicable from April 2018 to present- previously $100 from February 2014 to and including March 2018).

The register is also available for inspection at The Brighton Civic Centre.

Employee - Register of Remuneration, Salaries and Benefit

The Register of Remuneration, Salaries and Benefits is a list of staff salaries and is also available for viewing at the Customer Service Desk at the Civic Centre in Brighton.

Community Lease Register

The Community Lease register contains information pertinent to sporting and community club tenancies within Holdfast Bay.

Register of Community Land

The Register of Community Land contains information about community land in the City of Holdfast Bay including Community Land Management Plans. The register is available for viewing at the Customer Service Desk at the Brighton Civic Centre.

Register of Public Roads

The Register of Public Roads contains information about all public roads throughout the City of Holdfast Bay and is available for viewing at the Customer Service Desk at the Brighton Civic Centre.

Register of By-laws and Certified copies

The Register of By-Laws and certified copies contain all of the council's By-Laws and copies of Certificates of Validity and are available for viewing in the link below or at the Customer Service Desk at the Brighton Civic Centre.

Record of Delegation

The Record of Delegations contains all of Council's delegations to the Chief Executive Officer and Sub-delegations, the Development Assessment Panel and the Alwyndor Management Committee.

Register of Facilities

The Register of Facilities contains information regarding Council's properties and leasing arrangements to community groups.
