Lodge a Development Application tells you which structures need approval, how you go about applying for approval, how to lodge your application, the process applications go through, how the decisions are made and, if you disagree with a decision, how you go about appealing it.

Lodging an application
STEP 1 - Find out if approval is required
Any use, works or structure which constitutes as 'development' under the definition provided by the Development Act, 1993 will require a Development Application to be lodged. There are, however, some exemptions provided under the Development Regulations, 2008. The Department of Planning and Local Government provides information pertaining to works that don't require approval.
STEP 2 - Ensure you know which council to contact
If you are unsure which Council a particular property falls within, please check via the Local Government Association website.
STEP 3 - Submit the correct information to avoid delays
When submitting an application it is important that you provide all of the relevant information to avoid delays in the assessment process. Council has created a checklist to aid in the compiling of information for the lodgement of an application. The following information must be provided in order for your planning application to be assessed:

Council may choose not to lodge your application if you fail to provide the level of information stated in the checklist.
STEP 4 - Lodge the required application and pay required fees
We accept applications at the front counter of the Civic Centre (24 Jetty Road BRIGHTON), via the post or email to mail@holdfast.sa.gov.au If you post or email your application an invoice will be forwarded to the Applicant for payment of fees (once fees are paid your application will to proceed to an assessment).
STEP 5 - Track Your Development Application
Upon lodgement of your Development Application, we will provide you with a 'development number' which can be used to track your application's progress via our Development Application Register.
Assessment Process
The City of Holdfast Bay acts as a planning authority under the Development Act, a role that is distinctly different from that of governing the community under the Local Government Act.
To make decisions as a planning authority, we delegate to:
Members of our staff to deal with the vast majority of development applications
Council appointed Development Assessment Process The task of the panel and our staff (as required by the Development Act) is to assess proposed development against the Holdfast Bay Development Plan. In doing so, the panel and our staff weigh up the pros and cons of a development application. This will involve a judgement based on whether or not a development satisfies, or is in accordance with, the policies set out in the Plan.
Getting the application right
Please be aware that it’s very important that any application lodged with the Council meets the relevant criteria as set out in the Holdfast Bay (City) Development Plan.
Further to the provisions of the Development Plan, your application will also need to comply with the relevant Building Code Regulations and Australian Standards.
