Council endorses new Financial Hardship Policy

City of Holdfast Bay’s Elected Members have endorsed a new Financial Hardship Policy in direct response to the COVID-19 crisis, effective immediately. This new policy is over and above the immediate rate relief measures introduced in April this year.

Under the new policy, priority for assistance will be considered for:

  • Commercial ratepayers who have been forced to close due to COVID-19
  • Commercial ratepayers eligible for the JobKeeper payments
  • Residential ratepayers who are receiving JobSeeker or JobKeeper payments
  • Any other ratepayers experiencing financial hardship due to income dropping by 15 per cent or more.

Financial relief options on offer include individual repayment plans over an agreed timeframe, remission of fines and interest or deferral of payments.

The new policy also offers seniors in our community a specific postponement scheme. This will allow seniors to postpone a portion of their rates on their principal place of residence until the property is sold or any time of their choosing.

Applications will be reviewed individually and people wishing to apply for rates relief under this new policy will need to prove loss of income after 10 March 2020.

Applicants will also need to complete a prescribed form which can be accepted in a number of ways:

  • Online via the council website or via email
  • Directly in person at the Brighton Civic Centre
  • Or through a financial counselling service on behalf of the ratepayer
