LGA Comparative Performance Measurement Survey
Results from the City of Holdfast Bay's recent Community Satisfaction Survey 2007
The City of Holdfast Bay is committed to continually monitoring and improving its performance in delivering services to the community in the most cost effective manner possible, while at the same time constructing and properly maintaining vital infrastructure for the benefit of existing and future generations. As part of this commitment, Council has been involved with the Local Government Association's (LGA) Comparative Performance Measurement Project over the last 6 years.
Since 2002 Council has annually monitored its performance in the four key areas of Governance, Community Satisfaction, Financial and Asset Management, as well as Quality of Life. As with the previous 2006 results, the 2007 results have again shown a turn around in Council's performance. The performance results are based on a scale where a score of 100 represents an optimum match between community expectations and Council's perceived performance.
In summary, the 2007 results have shown:
- A continued improvement in community awareness of Council's strategic directions with a score of 80.92 compared with 77.80 in 2006;
- A continued improvement in community consultation with a score of 80.66 compared with 78.83 in 2006;
- A continued improvement in community accessibility to information, documents and meetings with a score of 89.10 compared with 84.71 in 2006;
- An improved result in Council's general community satisfaction performance with a score of 103.58 in 2007, surpassing the minimum satisfaction level of 100.00 as well as the previous 2006 result of 99.58;
- A performance score of 105.66 in relation to community satisfaction with asset management, well above the minimum performance level of 100;
- A continued improvement in the community's perception of the quality of life in Holdfast Bay with a score of 92.40 in 2007 compared with 2006 score of 85.90; and
- An improved performance in the community's perception on safety and security with a score of 88.55 in 2007 compared with 86.80 in 2006.
What will Council do with the results?
The 2007 results provide a useful and statistically valid benchmark of Council's performance in its key service areas. The data will be used to guide future service evaluation priorities and will be considered as part of the current review of Council's Strategic Plan 2005-2009.

Direct comparisons with other councils must be treated very cautiously and are not recommended, since there are many factors which contribute to, and affect, a council's individual performance, and a one-to-one comparison will therefore often produce misleading results.
